just bought a harmonica today after four years of playing guitar. i bought a key of e harmonica because i didn't know that the standard is in c. i know almost nothing on the harmonica. i was looking at the way the notes are made up on the e and c and it seems that if i want to play in songs with a c key. all i have to do is play on the reed one less then the one said. (the tab says play "4" i play"3" i just want to know if this is right or am i just blowing wind here (pun completely intended)

You can play any song tabbed for diatonic harmonica. You will be in the wrong key, but the melody will sound the same.
