I reckon that the reason why nobody's replied to Your question is that it's pretty much impossible to figure out... I've been looking at Springsteen videos for an hour now to figure it out for You, but it's virtually impossible...
Is he blowing or drwaing at exactly which note, or it's a Live performance where You simply can't make it out because of shouting fans...

I haven't answered because I'm not all that familiar with his stuff. What songs does he play harp in? What keys are those songs in? What positions does he play?

The only answer I could think of sounds kind of snide but it isn't meant to be.
Answer: Whatever the song calls for.
