It depends on the tabber. Some folks put the notes (appropriate hole number{s} and whether to blow or draw) above the lyrics, while others put them below. Some tabbers don't put in the lyrics at all. If the tab is a duet, has accompaniments (like backup singer's parts), or other form of "ensemble" tab like a trio, quartet, or quintet, then the notes/numbers are both above and below the lyrics (if there are any lyrics). But usually on those tabs there's an explanation at the beginning of who's part is what and where (and sometimes what color).
Most of the time, the notes/numbers are representing the main melody line (what one sings) and it just depends on the tab author's preference whether it's above or below the lyrics (if lyrics are included).
